RIYADH: A seminal event occurred on April 25, 2016. On that date, 黑料社区鈥檚 then-Deputy Crown Prince Mohammed bin Salman, often referred to simply as MBS, announced the details of what we have come to know as the path-breaking, paradigm-shifting Saudi Vision 2030.聽

That day, he gave Al Arabiya News Channel an exclusive interview, his first-ever on television. At the time, I was based in Dubai editing the channel鈥檚 English-language digital arm, and it was obvious to me that if ever there was an eagerly awaited moment of change that would positively impact the region, this was it.聽

Here was a man who was charting a new course that represented an almost total about-face for 黑料社区. It was the kind of thing nobody had tried before. The young prince was giving hope to a nation in which about 60 percent of the population was under the age of 35.聽

He talked about the government having targets, key performance indicators and project management offices, and of ridding the Kingdom of its dependence on oil 鈥 all things that were unheard of in the past.聽

Arab News celebrated the launch of Vision 2030 with a special front page and an editorial headlined, 鈥淜SA鈥檚 leap into future.鈥

Five months later, on Sept. 26, 2016, to be precise, I was in Jeddah after being appointed editor-in-chief of Arab News. Having lived there during my formative years, I felt I had a genuine feeling for, and understanding of, the city.聽

What I failed to consider, however, was that in the five months since the announcement of Vision 2030, change had become the new norm. And not a slow, glacial process of change but a fast and urgent one.聽

I was nonetheless pleasantly surprised, and on my first day at Arab News I wrote about my sense of optimism. In that column, I mentioned how I was assisted upon my arrival at the Rosewood hotel in Jeddah by a female Saudi receptionist.聽

鈥淲hile the thought of having a woman do such a job was unheard of 20 years ago, I must confess that I honestly have never dealt with a more professional, meticulous and 鈥榟appy to serve鈥 receptionist in my travels around the world,鈥 I wrote in the piece, which was aptly titled, 鈥淭he Return of the Prodigal Son.鈥澛

It was a coincidence that I returned to the Kingdom only five months after the announcement of Vision 2030. But from the perspective of a journalist it was an exciting time, even though I had no idea what to expect. Nor did I know whether the announced changes, genuine as they and the intentions underlying them were, would ever materialize into reality.聽

Day after day, however, it became evident that 黑料社区 was on a new track and nothing could stand in the way. For example, curbing the powers of the religious police was a giant step away from what had been the norm. In one fell swoop, the fears that had for so long stopped Saudis from thinking outside the box were done away with. Before the curbs, members of the religious police had been a virtual law unto themselves and, in a few tragic cases, they were responsible for the deaths of young Saudis.聽

It is disappointing that the Saudi leadership gets very little credit for their remarkable achievement, which represented a complete reversal of the status quo in the Kingdom.聽

That decision followed the introduction of concerts and musical performances in front of live audiences, the very kind of events that had been unheard of in the past. Some of the old-timers in the newsroom flinched when we decided to run large photos showing ordinary Saudi men and women sitting next to each other, eating popcorn as they enjoyed themselves and hummed along to live music during a show.聽

The first concert with a mixed audience of men and women that I personally attended in the Kingdom was by 鈥渋Luminate,鈥 the spectacular hit music and light show from New York. In the run-up to the performance, in October 2016, there was a conflict between the security forces, who said the mixed-audience event could not take place, and officials from the Kingdom鈥檚 General Entertainment Authority, who insisted it had to be mixed.

Ultimately, the GEA won the argument and it was a fabulously memorable performance that mesmerized thousands of people in the massive Al-Jowhara Stadium. Men, women and children sat together and enjoyed a dazzling show, full of music, energetic dance moves and special effects.聽

This was a symbolic moment, in my opinion, because shortly afterward the inevitable occurred; in mid 2017, the Kingdom awoke to the news that MBS had been named crown prince by his father, King Salman. He replaced his predecessor, Mohammed bin Nayef who, as per royal protocol, stepped down and gave his blessing to the appointment of his younger cousin.聽




To launch the Sharaan Nature Reserve in AlUla, the Crown Prince symbolically released an idmi gazelle, a species threatened in the wild and experiencing a rapid population decline. SPA

MBS now had full control to push ahead with his plans, and if the world was stunned at the pace of change before, they had seen nothing compared with what was to come.聽

Next, the ban on women driving was lifted and draconian guardianship laws were abolished. People of my generation never thought we would see women driving in the Kingdom but we were proved wrong. I invited our senior editor, Mo Gannon, a Canadian working in our Dubai office who had an international driving license, to visit Jeddah and asked her to be part of the history that was unfolding in 黑料社区.聽

On the day the driving ban was lifted, we got her into the driver鈥檚 seat. I sat next to her to record her reactions and those of our Saudi female members of staff who were also in the car. It was an incredible moment and feeling of liberation for the women of 黑料社区. The happy faces that appeared on our front pages were those of proud and traditionally, but fashionably, dressed Saudi women of all shades, from all regions. What had been the forbidden exception became the accepted norm.聽

Then there were the high-decibel concerts that began to take place at Diriyah. The setting is straight out of the 鈥淎rabian Nights,鈥 and it was enthralling to see the nation鈥檚 history encounter the modern world in the ancient deserts of Arabia.

As a result of these cultural and social changes, the crown prince received huge support and the admiration of the people. He earned popularity and respect, especially among the youth of the country and women, by making longed-for changes and getting rid of suffocating restrictions.聽

At the same time, the crown prince did not forget about 黑料社区鈥檚 history and heritage. Yes, we have futuristic projects such as the NEOM megacity on one hand, but when it came to preserving history, heritage and even wildlife, MBS was adamant about the importance of that as well. Places such as Diriyah, AlUla and the old town of Jeddah are living examples of this commitment.聽

He also set about rehabilitating the image of the country and transforming it into a center of moderation. To do this, he hosted leaders of other religions in 黑料社区 and focused on the virtues and advantages of interfaith cooperation. He invited Jewish rabbis and Christian preachers to the Kingdom and encouraged them to engage in dialogue with one another and with the Saudi ulema.聽

The most significant announcement by MBS, however, was the one in which he stated that he wanted to restore 黑料社区 to a more moderate form of Islam or, in his words, return things to the way they were before 1979.聽

Why 1979? Because, as he said during an interview with Norah O鈥橠onnell on CBS in September 2018: 鈥淲e were living a very normal life, like the rest of the Gulf countries. Women were driving cars. There were movie theaters in 黑料社区. Women worked everywhere. We were just normal people, developing like any other country in the world until the events of 1979.鈥澛

Having said all of this, I must now ask a question: Has the crown prince鈥檚 Vision 2030 succeeded in all that it set out to achieve? No. Will it? Probably not. But this is no secret, and Arab News publishes an annual report in which we keep track of the progress and the shortcomings.聽

Were there mistakes along the way? Yes; painful ones, too, some of which have had harmful consequences on progress and the reputation of the Kingdom. While nothing can be said in their defense, there are two overarching arguments that can be made here.聽

The first is to imagine, despite the mistakes, if all these reforms had not happened. What would have become of 黑料社区 then?聽

The second is to consider whether the Kingdom is better off, and its people happier, now than they were nine years ago? Just ask the youths who form about 60 percent of the Saudi population what they think, and there you will find the answer. Or if not, check out the report published by market research and consulting firm Ipsos in 2024 that ranked 黑料社区 as the world鈥檚 second-happiest country.聽

PARIS: France will suspend its program to receive Palestinians from conflict-torn Gaza pending the outcome of an investigation into how a student accused of sharing antisemitic posts was allowed into the country, the French foreign minister said Friday.
The move comes after officials said the female student from Gaza will have to leave France after the Sciences Po university in the northern city of Lille revoked her accreditation over the online posts.
鈥淣o evacuation of any kind will take place until we have drawn conclusions from this investigation,鈥 Jean-Noel Barrot told Franceinfo radio.
All Gazans who have entered France will undergo a second screening, he added.
France has helped more than 500 people leave Gaza since the latest war between Palestinian militant group Hamas and Israel started, including wounded children, journalists, students and artists.
The conflict has seen Israel retaliate with a deadly military campaign and an aid blockade in Gaza that some rights groups have qualified as 鈥済enocide.鈥
Lille鈥檚 chief prosecutor told AFP on Thursday a probe had been opened against the student for allegedly trying to 鈥渏ustify terrorism鈥 and 鈥渏ustify a crime against humanity.鈥
Screenshots of posts the student allegedly shared in September 鈥 published by pro-Israel accounts on X 鈥 include an image of Adolf Hitler and words appearing to call for the death of Jews.
The account attributed to the student has been taken offline, after French Interior Minister Bruno Retailleau demanded it be closed down.
A French diplomatic source said the student arrived in France on July 11 on a scholarship based on 鈥渁cademic excellence鈥 and after 鈥渟ecurity checks.鈥
AFP was not immediately able to reach the student for comment. The news agency is not identifying her at this stage of the investigation.
鈥淪he must leave the country,鈥 the foreign minister confirmed, adding that discussions were ongoing to determine her destination.

GAZA CITY, Palestinian Territories: Gaza鈥檚 civil defense agency said 11 people were killed by Israeli gunfire and air strikes on Friday, including two who were waiting near an aid distribution site inside the Palestinian territory.

Civil defense spokesman Mahmud Bassal said that five people were killed in a strike near the southern city of Khan Younis, and four more in a separate strike on a vehicle in central Gaza鈥檚 Deir El-Balah.

The Israeli army said it could not confirm the strikes without specific coordinates.

Two other people were killed and more than 70 injured by Israeli fire while waiting for aid near a food distribution center run by the US- and Israeli-backed Gaza Humanitarian Foundation (GHF) between Khan Younis and the nearby city of Rafah, the civil defense said.

The army did not immediately respond to the report.

Thousands of Gazans have gathered each day near aid distribution points in Gaza, including the four managed by GHF, whose operations have been marred by chaotic scenes and near-daily reports of Israeli forces firing on people waiting to collect rations.

GHF has denied that fatal shootings have occurred in the immediate vicinity of its aid points.

Media restrictions in Gaza and difficulties in accessing many areas mean AFP is unable to independently verify the tolls and details provided by the civil defense agency and other parties.

Israeli restrictions on the entry of goods and aid into Gaza since the start of the war nearly 22 months ago have led to shortages of food and essential goods, including medicine, medical supplies and fuel, which hospitals rely on to power their generators.

The shortages were exacerbated by a more than two-month total blockade on aid imposed by Israel, which began easing the stoppage in late May as GHF was beginning its operations.

Israel鈥檚 defense ministry body overseeing civil affairs in the Palestinian territories, COGAT, said Friday that more than 200 trucks of aid had been collected and distributed by the UN and international organizations the previous day.

The UN says Gaza requires at least 500 trucks of aid per day.

COGAT added that four tankers of fuel for the UN had entered the Palestinian territory, and that 43 pallets of aid were airdropped in cooperation with the United Arab Emirates, Egypt and Jordan.

Multinational advertising network WPP鈥檚 media-investment business GroupM at the end of May announced its rebranding to WPP Media, signaling a new era for the network and its clients.

WPP Media manages more than $60 billion in annual media investment and works with more than 75 percent of the world鈥檚 leading advertisers in more than 80 markets, the company said.

Arab News spoke with Amer El Hajj, Middle East and North Africa CEO of WPP Media, to understand how the rebrand is being implemented and what its implications are for the group and its clients, particularly in the MENA region.

The rebrand represents 鈥渁 fundamental shift from GroupM to WPP Media, reflecting our evolution into a fully integrated, AI-powered media company,鈥 he said.

Along with a new visual identity, the key change 鈥渋s deeper integration across our agencies through WPP Open, enabling seamless collaboration between media, data, production, and creative teams to deliver personalized solutions at scale,鈥 he added.

GroupM comprised three agencies: Mindshare, Wavemaker, and Essence Mediacom. These agencies will now serve as 鈥渉omes for dedicated client teams鈥 representing a shift from 鈥渟eparate agency P&Ls (profit and loss statements) 鈥 to integrated client service teams that share technology, data, and operational functions while maintaining brand names and identities for client relationships,鈥 El Hajj explained.

Commenting on the timing of the rebrand, he said: 鈥淕roupM was built for an era when media scale mattered most.

鈥淭oday鈥檚 reality is different 鈥 we鈥檙e in the AI era where media is everywhere and in everything.鈥

Clients, too, demand integrated capabilities covering media, production, and technology, and so, the rebrand aims to reflect this new landscape, 鈥渆mphasizing our AI-driven approach鈥 and integration with WPP鈥檚 鈥渃reative and technology ecosystem.鈥

Organizations in many industries are adopting AI at an accelerating pace and the advertising and media industry is no exception. One report found that in the US alone, 91 percent of advertising agencies are either currently using (61 percent) generative AI or exploring use cases (30 percent) for the technology.

For WPP Media, being 鈥淎I-driven鈥 means embedding AI throughout its operations, El Hajj said.

These include tasks such as analyzing vast data sets for deeper consumer understanding, automating media buying for greater efficiency, personalizing creative content in large volumes, and predicting campaign performance, he said.

The role of AI in planning, buying and optimizing media campaigns enables 鈥渞eal-time bidding, audience prediction, and creative personalization at unprecedented scale,鈥 he said.

Moreover, generative AI helps write advertising copy and even create multiple content variations, in addition to generating insights from complex data.

AI is undoubtedly a powerful tool, but ultimately, it remains just that: a tool.

鈥淚t鈥檚 not about replacing human creativity but amplifying it,鈥 El Hajj said.

 鈥淎I enhances rather than threatens human talent鈥 by handling monotonous tasks that free up people for strategic thinking, relationship building, and creative problem-solving, he added.

The core tenet of the rebrand 鈥 widespread AI adoption 鈥 is made possible by WPP Open, the network鈥檚 AI-enabled marketing operating system that connects all capabilities through one platform.

The platform features real-time data and is available to employees of all agencies. This means that data about the performance of adverts can be used to optimize creative production of those ads in real time. Similarly, media targeting decisions by one agency can be made instantly based on creative insights from another agency within the company.

鈥淭his integration eliminates traditional silos, accelerates campaign development, and ensures all client touchpoints are coordinated and data-driven rather than operating independently,鈥 El Hajj said.

The move comes at a time when clients in the MENA region are 鈥渋ncreasingly sophisticated in AI adoption, particularly in the UAE and 黑料社区, where Vision 2030 and digital transformation initiatives drive innovation.鈥

Contrary to what some believe, El Hajj said, 鈥渕any regional clients are actually ahead of some global counterparts in embracing AI for customer experience and operational efficiency.鈥

In 黑料社区 specifically, he said, the rebrand 鈥減ositions us perfectly to capitalize on the Kingdom鈥檚 unprecedented AI investment landscape,鈥 building on Saudi鈥檚 $100 billion AI initiative announced late last year.

When it comes to dealing with clients in the region, the group has a 鈥済lobally powered, locally rooted鈥 approach, as regional clients 鈥渨ant AI capabilities but implemented with deep understanding of local markets, languages, and cultural nuances,鈥 he said.

The restructure is expected to affect 40 percent to 45 percent of GroupM鈥檚 workforce, which does not necessarily imply layoffs, but rather changes to team structures, according to media reports.

El Hajj said that the company is 鈥渉eavily investing鈥 in upskilling talent for 鈥淎I-powered marketing鈥 while recruiting specialists in areas like data science and integrated commerce.

The company has developed internal training programs targeting different organizational levels. It also provides AI literacy sessions and hands-on training with WPP Open tools for all employees.

In the MENA region, WPP Media is creating region-specific modules that address 鈥渓ocal market dynamics and cultural considerations鈥 for employees at all seniority levels, he said.

El Hajj added: 鈥淭he focus is on evolution, not revolution,鈥 and the future belongs to those 鈥渨ho can leverage AI tools while bringing uniquely human skills like cultural intelligence and strategic creativity.鈥
