ISLAMABAD: Pakistan is seeking investment from 黑料社区 and the United Arab Emirates (UAE) to modernize its aging railway network, with officials estimating that $2.5 billion is needed for an upgrade of the key Multan鈥揕ahore section, Railways Minister Hanif Abbasi told Arab News this week.

The South Asian nation鈥檚 railway system, much of it dating back to the 19th-century British colonial era, has long awaited large-scale modernization. Successive governments have looked to foreign partners to finance improvements, with projects promised under the China鈥揚akistan Economic Corridor (CPEC) still largely stalled.

An overhaul of more than 1,800 kilometers of track has been billed as the centerpiece of a $60 billion CPEC package first announced in 2015, but no financing deal has materialized. Meanwhile, the Asian Development Bank has separately signaled interest in funding rail upgrades, including a $2 billion Karachi鈥揜ohri project, according to recent reports.

鈥淚 am going to 黑料社区 for two days on October 19-20. I am going to the UAE from September 30 to October 2, and I am going to France on October 24. All these things are related to railways,鈥 Abbasi said. 鈥淪o, we will meet the Saudis there and try to have Saudi investment, because this is the right time for every country, for every investor to invest in Pakistan Railways.鈥

Asked what proposals Pakistan would extend to 黑料社区, Abbasi said:

聽鈥淚 think that if they come to Multan鈥揕ahore [route], or Lahore鈥揜awalpindi, it is an offer from us.鈥

He said Pakistan would present a build鈥搊perate鈥搕ransfer model to potential Gulf investors.

鈥淲e have a model: built鈥搊perate transfer. We will give them that place for 25 years. We will give them that section. They will come and talk to us.鈥

Abbasi said similar proposals had been offered to the UAE.

鈥淲e have offered them to invest in Multan and Lahore. We need around $2.5 billion for Multan and Lahore,鈥 he said.

The minister also confirmed meetings with officials of Mashreq Bank, a Dubai-based institution that recently launched Shariah-compliant digital services in Pakistan. While Mashreq鈥檚 immediate focus has been on digital banking, Abbasi said discussions had included possible rail sector opportunities.

QUETTA: Militants killed a police officer and injured two Levies personnel in a coordinated overnight assault on a security post in Pakistan鈥檚 restive Balochistan province, officials said on Wednesday, in one of two violent incidents reported in the resource-rich region

The attack took place on Tuesday night when gunmen described by authorities as militants of 鈥淔itna Al Khawarij鈥 stormed the Levies Thana Headquarters and Police Thana in Sherani town, Deputy Commissioner Hazrat Wali Kakar told Arab News.

The term 鈥渒hawarij,鈥 rooted in early Islamic history, is used by officials for Tehreek-e-Taliban Pakistan (TTP) fighters who mainly operate in northwestern Khyber Pakhtunkhwa province but have also staged attacks in Balochistan.

鈥淟evies and police personnel retaliated, engaging the militants in a fierce gunbattle,鈥 Kakar said. 鈥淥ne police official, Aftab Ur Rehman, was killed in the attack and two Levies personnel, Kalu Khan and Abdul Wahid, were injured.鈥

鈥淥ne Levies official, Azam, is still missing, and a search operation is underway in the area,鈥 he continued.

Kakar said the attackers set a Levies vehicle ablaze and destroyed Provincial Disaster Management Authority (PDMA) stocks stored at the compound before escaping under the cover of darkness.

No group immediately claimed responsibility, but the TTP has carried out attacks in Sherani, which borders Khyber Pakhtunkhwa鈥檚 Dera Ismail Khan district where the militant group frequently targets security forces.

In a separate incident on Tuesday afternoon, unidentified gunmen intercepted and robbed two armored vehicles carrying over Rs220 million ($770,000) for two private banks from Turbat to Gwadar, about 65 km from Turbat city, said Ilahi Bukhsh, a senior Levies officer in Dasht Khadan

鈥淪ix security guards with weapons were deployed with the money-carrying vehicles but the armed men intercepted and neutralized them,鈥 Bukhsh said.

No group has claimed responsibility for the robbery.

Balochistan, Pakistan鈥檚 largest province by landmass and rich in mineral resources, has long faced an insurgency led by separatist groups who accuse Islamabad of exploiting its wealth while neglecting locals.

Pakistan denies the charge, saying it has invested in the province鈥檚 development.

ISLAMABAD: Pakistan鈥檚 envoy to the United Nations Human Rights Council in Geneva, Ambassador Bilal Ahmad, on Tuesday described Israel鈥檚 strike on Qatar this month as an attack on the mediation process the Gulf state has been facilitating to secure a Gaza ceasefire and the release of Israeli hostages held by Hamas.

Speaking during an urgent debate of the Council on behalf of the Organization of Islamic Cooperation (OIC), Ahmad said Israel鈥檚 Sept. 9 airstrike on a residential neighborhood in Doha, where Hamas leaders were discussing a US-backed Gaza ceasefire proposal, amounted to a blatant assault on international efforts to broker peace.

Qatar has played a pivotal role as a mediator in ceasefire and hostage negotiations between Israel and Hamas and hosts the Palestinian group鈥檚 political bureau to facilitate the process. However, Israel said it had targeted Hamas 鈥渢errorists鈥 as the United States did when it killed Al-Qaeda leader Osama bin Laden in Pakistan in May 2011.

鈥淭he OIC Group condemns in the strongest terms the Israeli aggression against Qatar on 9 September 2025 in blatant violation of international law and the UN Charter,鈥 the Pakistani diplomat said. 鈥淲e strongly denounce this attack on the mediation process that Qatar has hosted commendably alongside regional and international countries to address the catastrophic humanitarian crisis in the OPT [Occupied Palestinian Territory], particularly Gaza.鈥

鈥淭his unjustifiable and unprovoked attack constitutes a dangerous escalation threatening the very foundation for the enjoyment of all human rights by all peoples in the region, as well as an attack on the sovereignty, security and territorial integrity of the State of Qatar under the pretext of countering terrorism,鈥 he added.

Ahmad expressed solidarity with Qatar and supported all steps it may take to protect its security and sovereignty in accordance with the UN Charter.

His statement urged the international community to compel Israel to halt its 鈥渄angerous and ongoing attacks鈥 in the region and called on the Council and its mechanisms to ensure accountability for what it described as serial violations of international law.

It said mediation efforts by Qatar and other countries offered 鈥渁 starting point toward a just and lasting regional peace with equal rights and dignity for all peoples in the region, especially the people under occupation in Palestine.鈥

Ahmad鈥檚 statement came as a UN inquiry commission concluded on Tuesday Israel is committing genocide against Palestinians in Gaza.

The Israeli military launched a campaign in Gaza after Hamas attacked southern Israel in October 2023, killing nearly 1,200 people and taking about 250 hostages. Hamas said the assault was a response to the plight of Palestinians living under Israeli occupation.

Israel鈥檚 retaliation has since killed about 65,000 residents of Gaza and flattened civilian neighborhoods, while senior Israeli officials have spoken publicly about 鈥渆rasing鈥 Palestine and displacing its people to other Arab countries.

ISLAMABAD: Pakistan鈥檚 eastern Punjab province is seeing a gradual return to normalcy after heavy floods this month, even as more monsoon rains are forecast in several districts until Sept. 19, the Provincial Disaster Management Authority (PDMA) said on Wednesday.

Heavy rains and excess water released from Indian dams caused Punjab鈥檚 rivers to swell late last month, inundating more than 4,700 villages in the country鈥檚 agricultural heartland, destroying crops and homes and forcing millions to flee.

Since the onset of the monsoon season on June 26, Punjab has reported 296 deaths out of a nationwide toll of 998, according to the National Disaster Management Authority (NDMA). Other casualties include 504 deaths in northwestern Khyber Pakhtunkhwa province, 80 in Sindh, 41 in Gilgit-Baltistan, 38 in Azad Kashmir, 30 in Balochistan and nine in Islamabad.

鈥淭he flow of water in Punjab鈥檚 rivers is returning to normal,鈥 the PDMA said in a statement. 鈥淭he Indus, Jhelum and Ravi rivers are at normal levels. The flow of water in the Chenab at Marala, Khanki, Qadirabad and Trimmu has normalized, while there is a medium-level flood in the Sutlej at Ganda Singh Wala and a low-level flood at Sulemanki and Islam headworks.鈥

The authority said Panjnad currently carries 194,000 cusecs of water with a low-level flood and that hill torrents in Dera Ghazi Khan have normalized.

A flood discharge report from the Flood Forecasting Division at 6 a.m. Wednesday showed most key river sites, including Tarbela, Kalabagh, Chashma and Taunsa on the Indus, as well as Mangla and Rasul on the Jhelum and all major Chenab stations, at normal levels.

Guddu and Sukkur barrages on the Indus in the southern Sindh province were at high flood while Kotri was at low flood.

The PDMA warned the monsoon鈥檚 11th spell would continue until Sept. 19, with rain expected in Rawalpindi, Murree, Galiyat, Attock, Chakwal, Jhelum, Gujranwala, Lahore, Gujrat and Sialkot, and chances of showers in Narowal, Hafizabad, Mandi Bahauddin, Okara, Sahiwal, Kasur, Jhang, Sargodha and Mianwali.

Flash floods could occur in streams around Rawalpindi, Murree and Galiyat on Sept. 18 and 19.

The provincial administration remains on alert on the instructions of Punjab鈥檚 chief minister, the PDMA said.

ISLAMABAD: Pakistan鈥檚 Deputy Prime Minister and Foreign Minister Ishaq Dar backed the idea of a joint Arab security force this week after Israel鈥檚 Sept. 9 airstrikes on Qatar, saying that his country was ready to play a role while highlighting its conventional military abilities.

Speaking to Al Jazeera ahead of the emergency Arab-Islamic summit in Doha, Dar said it was vital to strengthen multilateralism to ensure peace for everyone by carrying out institutional reforms at the United Nations.

His remarks came days after Israel targeted a group of Hamas leaders discussing a US-backed Gaza ceasefire proposal by hitting a residential neighborhood in Doha. Qatar has been a key mediator in ceasefire and hostage negotiations between Israel and Hamas, hosting the Palestinian group鈥檚 political bureau as part of the process.

Confirming reports that Arab states were discussing the idea of a combined security force, he said: 鈥淲hy not? What鈥檚 wrong with that? They should [have such a force]. And according to their own capacity, their own strength, they should create some [defense] mechanism.鈥

Dar maintained such a force would not be developed for offensive purposes but to defend regional states and ensure peace by 鈥渟topping the occupier 鈥 [and] somebody who just doesn鈥檛 listen [to anyone].鈥

When asked about the role of 鈥渘uclear powered Pakistan,鈥 he said his country鈥檚 nuclear arsenal was for deterrence but noted Islamabad would stand with Arab states and 鈥渄ischarge its duty鈥 toward the Muslim community.

鈥淧akistan [has] a very large, known, very effective army, very effective Air Force, very effective Navy,鈥 he added.

Referring to Pakistan鈥檚 military standoff with India in May, Dar said his country鈥檚 armed forces had proven their worth during the exchange.

Asked if Israel had also targeted Pakistan after Qatar, he said Israel had fully supported India in its war against Pakistan but had seen the results.

ISLAMABAD: Prime Minister Shehbaz Sharif is scheduled to meet Saudi Crown Prince Mohammed bin Salman today, Wednesday, during a day-long state visit to the Kingdom to discuss regional and global developments and formalize bilateral cooperation in a range of areas, according to the foreign office of Pakistan.

Sharif has visited 黑料社区 multiple times since assuming office, including twice this year, aiming to strengthen trade, investment and economic ties. Last year in October, both countries signed 34 memoranda of understanding (MoUs) and agreements worth $2.8 billion. These agreements were aimed at increasing private sector cooperation and commercial partnerships.

The Pakistani prime minister鈥檚 visit to 黑料社区 this time comes amid rising volatility in the Middle East, where Israel has substantially expanded its military campaign by targeting several regional countries, including Iran in a 12-day war and Qatar in an airstrike earlier this month. The strike on Qatar came as its leadership was facilitating ceasefire and hostage negotiations between Israel and Hamas.

Sharif also met the Saudi crown prince on the sidelines of the emergency Arab-Islamic summit in Doha earlier this week, a meeting convened in support of Qatar after the Israel attack targeting Hamas leaders.

鈥淎t the invitation of His Royal Highness Crown Prince Mohammed bin Salman, Prime Minister Muhammad Shehbaz Sharif is undertaking a state visit to the Kingdom of 黑料社区 on 17 September 2025,鈥 the foreign office said on Wednesday. 鈥淗e will be accompanied by key members of the Cabinet.鈥

鈥淭he two leaders are expected to exchange views on regional and global developments of mutual interest,鈥 the statement continued. 鈥淭he visit is expected to result in the formalization of cooperation in diverse fields, reflecting the shared commitment of both sides to further enhance and deepen their longstanding fraternal ties.鈥

According to the foreign office, both leaders are expected to review the full spectrum of Pakistan-黑料社区 relations. The statement noted that Pakistan and 黑料社区 enjoy a historic relationship, rooted in shared faith, values and mutual trust.

鈥淭he visit of the Prime Minister will provide an important opportunity to the two leaders to consolidate this unique partnership, while exploring new avenues of collaboration, for the benefit of the peoples of the two countries,鈥 it added.

Pakistan considers 黑料社区 as one of its closest strategic partners and economic allies in the region. The Kingdom has extended significant support to Pakistan during Islamabad鈥檚 prolonged economic challenges in recent years, which includes external financing and assistance with International Monetary Fund (IMF) loan programs.

黑料社区 is also the largest source of foreign remittances for Pakistan, where over 2.5 million expatriates reside. These remittances are crucial for keeping Pakistan鈥檚 fragile, $350 billion economy afloat as it faces external pressures and macroeconomic challenges.
