Artificial intelligence is reshaping science, society, and power. Many debates over its likely impact are fixated on extremes: utopian visions of universal benefit and dystopian fears of existential doom, an arms race between the US and China or between the Global North and Global South. What is missing is a serious conversation about distribution.

The global AI landscape is increasingly defined not just by geopolitical divides, but by the deepening imbalance between public governance and private control. As public governance struggles to keep pace with AI and concern rises about a handful of tech giants that have amassed disproportionate influence, governments are exploring models that ensure strategic autonomy and secure data governance and long-term operational resilience.

Earlier this year, Saudi Finance Minister Mohammed Al-Jadaan introduced one such model at the World Economic Forum in Davos, the Kingdom鈥檚 鈥渄ata center embassy鈥 initiative. The initiative proposes a legal framework granting sovereign status to designated data centers. Similar in concept to diplomatic missions, these data embassies are intended to safeguard critical infrastructure and data while enabling international cooperation.

The announcement was followed by the release of a public draft of legislation making 黑料社区 the first G20 country to publish a groundbreaking comprehensive legal framework offering legal clarity for operators and investors and a roadmap for investment in and the development of data embassies via bilateral relationships with foreign states, hyperscalers, and other digital service providers.

This push for sovereign AI coincides with 黑料社区鈥檚 accelerating partnerships. One compelling case was Groq, a California-based language processing unit company founded by a former Google engineer.

Governments will supply AI in the same way they supply utilities like electricity. But how much AI do they need to provide citizens? AI models think and understand in tokens, the currency unit of AI. They input data as tokens, and they output the answers as tokens.

The global AI landscape is increasingly defined not just by geopolitical divides, but by the deepening imbalance between public governance and private control.

I listened to Groq鈥檚 chief technology officer recently share a thought experiment. At a benchmark of 1 token per second per citizen, a nation of 50 million people would need to serve 5.5 trillion tokens daily. Meeting that demand means not just infrastructure, but speed and energy.

He shared a live case: In February, Groq launched operations in 黑料社区 just 51 days after contract execution, moving equipment via a 747, clearing both US export controls and Saudi import regulations in record time. By launch, they were delivering 4 million tokens per second, with demand consumed instantly by global developers and enterprises.

With vast land, low energy costs, and growing capital access, the Kingdom is positioning itself as the home of high-scale AI compute. Saudi state-backed AI company Humain represents a shift for AI as a sovereign system, owned, operated, and controlled domestically. This matters because true sovereignty in the AI era means independence from external algorithms and opaque models. It is about ensuring that critical decisions 鈥 whether military, economic, or cultural 鈥 are made within systems accountable to national, not foreign, shareholders.

That sovereignty also makes 黑料社区 an increasingly attractive destination for capital. A recent Mercer analysis found that investors managing over $17 trillion are shifting toward private markets, especially infrastructure and digital assets, driven by geopolitical uncertainty. The Kingdom鈥檚 AI legal environment offers clarity and protection that this capital is actively seeking.

As 黑料社区鈥檚 Global AI Hub Law moves through public consultation and toward enactment, it stands to influence digital governance and global investment patterns, a model others may soon follow.

ISLAMABAD: Pakistan鈥檚 ruling coalition faced fresh strain on Wednesday after former foreign minister Bilawal Bhutto-Zardari summoned a high-level meeting of his party to decide its stance amid an escalating rift with Prime Minister Shehbaz Sharif鈥檚 government at the center. 

The disagreement between the two main coalition partners 鈥 Bhutto-Zardari鈥檚 Pakistan People鈥檚 Party (PPP) and Sharif鈥檚 Pakistan Muslim League-Nawaz (PML-N) 鈥 has widened over how to distribute federal relief funds to victims of recent floods that have killed more than 1,000 people across Pakistan this year.

The PPP wants cash aid routed through the federal Benazir Income Support Programme (BISP), a welfare scheme named after Bhutto-Zardari鈥檚 late mother and former premier Benazir Bhutto, while Punjab鈥檚 PML-N government insists on using its own provincial damage assessments.

Tensions intensified after Punjab Chief Minister Maryam Nawaz, the daughter of former Prime Minister Nawaz Sharif and the PM鈥檚 niece, defended her province鈥檚 right to control its water resources. The remarks angered the PPP-led government in Sindh province, which lies downstream along the Indus River, Pakistan鈥檚 main water source, and has long accused Punjab of hoarding water flows.

The escalating feud has raised questions about the durability of the coalition that has governed Pakistan since early 2024 under a post-election power-sharing arrangement.

鈥淐hairman Bilawal Bhutto Zardari has summoned a meeting of the Pakistan People鈥檚 Party鈥檚 Central Executive Committee at Bilawal House Karachi. Important decisions regarding national politics will be made in the meeting,鈥 the PPP said in a post on X, formerly Twitter.

President Asif Ali Zardari, Bhutto-Zardari鈥檚 father and co-chairman of the PPP, has also called Interior Minister Mohsin Naqvi, seen as close to Pakistan鈥檚 military leadership, to Karachi to help defuse tensions.

On Wednesday evening, the president met Naqvi, Deputy Prime Minister Ishaq Dar and National Assembly Speaker Ayaz Sadiq in Nawabshah in a meeting widely seen as part of efforts to defuse tensions within the ruling coalition.

PPP spokesperson Nadeem Afzal Chan told Arab News the party would discuss 鈥渢he future of the alliance鈥 at the upcoming meeting, scheduled for Oct. 18. 

鈥淭he party has made certain demands, including local government elections in Punjab, use of BISP data for flood relief, and support measures for farmers,鈥 he said. 鈥淭he party will continue to raise its voice in favor of these demands.鈥

Punjab Information Minister Azma Bukhari, a close aide to Maryam Nawaz, rejected the PPP鈥檚 accusations and dismissed calls for an apology from the Punjab chief minister.

鈥淕iving dictation and interference in administrative affairs is not acceptable,鈥 Bukhari told Arab News. 

鈥淭hey are our allies. They can advise us, but it is the prerogative of the government and the chief minister to accept or reject that advice. They should not use this advice as a blackmailing tool. Their recommendations are welcome, but the government will see what it can do.鈥

She said BISP data 鈥渋s different than flood loss data,鈥 explaining that Punjab鈥檚 government was calculating losses of property, livestock and crops independently.

鈥淢aryam Nawaz will never apologize, and why would she apologize? Should she apologize for standing with Punjab? It is out of the question,鈥 Bukhari added, when asked if the CM would withdraw her comments on water resources. 

While opposition politicians have urged Bhutto-Zardari鈥檚 party to move a no-confidence motion against Prime Minister Sharif, most analysts say such an escalation remains improbable.

After the February 2024 general elections, no single party won a parliamentary majority. Candidates backed by jailed former premier Imran Khan鈥檚 Pakistan Tehreek-e-Insaf (PTI) ran as independents and secured the largest bloc of seats, but were unable to form a government. The PML-N and PPP subsequently stitched together a coalition through complex National Assembly arithmetic, bringing in smaller parties to reach a majority.

This coalition is widely believed to have the backing of Pakistan鈥檚 powerful military establishment, which has long played a decisive role in shaping political outcomes and continues to be seen as a stabilizing force behind the current setup.

鈥淭he tensions will ultimately die down as the government has full backing of the [military] establishment. Maryam Nawaz is unlikely to apologize for her statements, but there could be some sort of clarification,鈥 senior journalist Mazhar Abbas said. 

Veteran journalist Suhail Warraich also said the row would likely end in reconciliation.

鈥淭he end will be that the two parties will patch up, nothing more,鈥 Warraich told Arab News. 

鈥淭his will happen without any apology from Maryam Nawaz. These issues create noise but rarely lead to breakups.鈥

STRASBOURG, France: EU chief Ursula von der Leyen faces two confidence votes Thursday in the European Parliament 鈥 challenges that pose no serious threat to her leadership but underscore the tensions roiling the assembly.
The two motions of censure against von der Leyen were brought by the hard-left and far-right, which accuse her European Commission of a lack of transparency and reject her trade policies.
But while the motions are widely expected to fail, they reflect mounting discontent with von der Leyen鈥檚 leadership and will test the cohesion of the coalition led by her conservative European People鈥檚 Party (EPP).
For von der Leyen, there is a sense of deja vu.
She survived a previous far-right attempt to unseat her in July, but the vote opened the door for allies in von der Leyen鈥檚 so-called pro-European camp to air their own grievances.
Critics from the left and center accuse von der Leyen 鈥 and the broader conservative camp 鈥 of blurring lines with the far right and backtracking on environmental legislation.
鈥淲e can鈥檛 really say there鈥檚 been any progress in this Parliament,鈥 charged centrist Renew group leader Valerie Hayer during a heated debate in the chamber on Monday.
鈥淭he pro-European majority that elected you is still not functioning properly,鈥 Hayer said.
Iratxe Garcia Perez of the Socialists and Democrats delivered a warning to von der Leyen.
鈥淵ou must choose between your allies and those who are not our friends,鈥 she said in the parliament.

Monday鈥檚 debate saw both groups bringing challenges against von der Leyen call on her to stand down.
Hard-left France Unbowed lawmaker Manon Aubry accused her of 鈥渋naction鈥 over the 鈥済enocide鈥 in Gaza, while the far-right Patriots group chief Jordan Bardella slammed Europe鈥檚 trade 鈥渟urrender鈥 to the United States.
But despite their own frustrations, neither the socialists nor centrists are likely to break ranks with von der Leyen.
The EPP, for its part, remains firmly behind the commission chief.
In her debate response, von der Leyen offered a more conciliatory tone than in July when she had dismissed the censure鈥檚 backers as 鈥渆xtremists鈥 and admirers of Russian President Vladimir Putin.
鈥淚 know there are some of you who are still unsure how to vote later this week,鈥 she told lawmakers on Monday.
The commission president defended her record and called for unity, stressing the challenges the bloc faces 鈥 chief among them the war in Ukraine and the broader threat from Russia.
鈥淭he truth is that our adversaries are not only ready to exploit any divisions 鈥 they are actively inciting those divisions in the first place,鈥 she said.
The European Parliament has never succeeded in toppling a commission team.
The only comparable moment dates from March 1999, when the commission led by Luxembourg鈥檚 Jacques Santer resigned en masse over damning corruption claims and mismanagement, rather than face a confidence vote it was set to lose.

SHANGHAI: Daniil Medvedev on Wednesday got his revenge against US teenager Learner Tien, beating him in a nail-biter 7-6 (8/6), 6-7 (1/7), 6-4 to proceed to the Shanghai Masters quarterfinals.

There he will meet world No. 7 Alex de Minaur, who cruised past Portugal鈥檚 Nuno Borges 7-5, 6-2 earlier in the day.

Victory in Shanghai comes just over a week after the 36th-ranked Tien took the Russian out of the China Open semifinals in Beijing.

鈥淗e鈥檚 an unbelievable tennis player,鈥 Medvedev said of the 19-year-old. 鈥淥utside of the big three, he may be the toughest opponent I鈥檝e ever faced.鈥

Medvedev broke first in the ninth game, but Tien returned the favor immediately.

The last two games of the first set saw the two players locked in an epic back-and-forth, their prolonged rallies thrilling the crowd.

Both faced breakpoint but managed to hold, with Medvedev smashing a looping lob from Tien to send them to a gripping tiebreak.

Medvedev broke early in the second set, but Tien was again unphased 鈥 breaking back in the fifth and then seventh games, before the former world number one leveled in the 10th.

Medvedev began limping just before the second-set tiebreak and spoke briefly with a medic before hobbling back onto court.

Tien went 3-0 up as the Russian, ten years his senior, tried to stretch out on court, becoming increasingly irate as the match was pushed to a decider.

鈥淚 should be more calm, but Learner drives me nuts... I lost two very traumatic matches against him 鈥 so for sure I was scared to lose again,鈥 he said.

But a scrappy third set 鈥 full of double-faults from both players 鈥 was settled when Medvedev broke in the ninth game with a backhand.

鈥楪oing to be a battle鈥

The Russian said he would need to rest his legs in anticipation of a similarly tough challenge against De Minaur on Friday, smiling wryly: 鈥淲e鈥檙e gonna run again.鈥

After Novak Djokovic, the Australian is the highest ranked player left standing after a string of high-profile exits.

De Minaur needed five break points in the 11th game against Borges in the first set, converting the last with a backhand for a decisive advantage.

He carried the momentum into the second set, breaking in the first and third games.

But he remained cautious about his title chances.

鈥淚n our side of the draw, there鈥檚 a lot of quality players, so it鈥檚 still going to be a battle,鈥 he said.

Another top-10 player fell on Wednesday as Italy鈥檚 Lorenzo Musetti lost to Canada鈥檚 Felix Auger-Aliassime 6-4, 6-2.

Thirteenth-ranked Auger-Aliassime looked sharp throughout, breaking in the fifth game.

He went on to dominate the second set, breaking Musetti, the world number nine, in the fifth and seventh games.

鈥淚 knew it was going to be the toughest match of the week so far, and I knew I was going to have to raise my level, and I did,鈥 said the 25-year-old Canadian.

He will next meet France鈥檚 Arthur Rinderknech, who reached his first Masters 1000 quarterfinal after beating Czech Jiri Lehecka 6-3, 7-6 (7/5).

Rinderknech鈥檚 cousin Valentin Vacherot made it to the last eight on Tuesday, and will face Denmark鈥檚 Holger Rune for a place in the semifinals.

Djokovic will follow them on to court on Thursday against Belgium鈥檚 Zizou Bergs for a place in the last four.

RIYADH: flynas is set to launch a new direct route between Moscow and Jeddah, expanding on its Riyadh-Moscow route that opened in August.

In a statement carried by the Saudi Press agency, the low-cost airline said it will operate three weekly flights between Moscow鈥檚 Vnukovo International Airport and Jeddah鈥檚 King Abdulaziz International Airport, starting December 23. 

The route is being undertaken in collaboration with the Saudi Tourism Authority and the Air Connectivity Program (ACP), flynas said. 

The ACP was launched in 2021 to develop new routes to help expand the Kingdom鈥檚 tourism sector, in line with the objectives of the National Civil Aviation Strategy to enable national air carriers to contribute to connecting 黑料社区 with 250 international destinations. The goal is for national air carriers to accommodate 330 million passengers and to host 150 million tourists yearly by 2030.

Established in 2007, flynas is now the largest budget carrier in the Middle East and North Africa (MENA), connecting 72 destinations across the region, Europe, and Asia, and it has a strong presence in the domestic market. 

The airline has been recognized with awards such as Middle East鈥檚 Leading Low-Cost Airline by the World Travel Awards and has achieved a 4-star rating by APEX rating.

WASHINGTON: US President Donald Trump鈥檚 administration said Wednesday it fired a State Department employee who did not acknowledge a romantic relationship with a Chinese national.
鈥淭he State Department has officially terminated the employment of a Foreign Service officer who admitted concealing a romantic relationship with a Chinese national with known ties to the Chinese Communist Party,鈥 State Department spokesman Tommy Pigott said.
The State Department said the officer, a man whom it did not identify, said on camera that the Chinese woman 鈥渃ould have been a spy鈥 but did not say if there was any proof of espionage.
The dismissed employee said his partner鈥檚 father was 鈥渟traight-up communist party,鈥 according to the State Department.
The Chinese Communist Party permeates life in the billion-plus country in areas from business to education, with many ordinary Chinese maintaining ties out of practicality as much as ideology.
The State Department said it was the first known dismissal taken under an executive order signed by Trump shortly after returning to office in which he ordered that all employees 鈥渇aithfully implement the president鈥檚 policy.鈥
鈥淲e will maintain a zero-tolerance policy for any employee who is caught undermining our country鈥檚 national security,鈥 Pigott said.
The United States earlier this year said it would restrict employees in China from entering romantic relationships with locals, a rare step reminiscent of the Cold War.
