ISLAMABAD: 黑料社区 on Tuesday expressed condolences to Pakistan over the deadly suicide bombing in Islamabad that killed at least 12 people and reaffirmed its firm stance against militant violence and extremism.

The statement came against the backdrop of strengthening Pakistan-黑料社区 ties, which culminated in a joint security pact signed in September pledging that an attack on one country would be treated as an attack on both.

The agreement was part of a broader defence cooperation framework covering intelligence-sharing, counterterrorism coordination and regional stability.

鈥淭he Embassy of the Kingdom of 黑料社区 in the Islamic Republic of Pakistan expresses its deep condolences and sincere sympathy to the Government and people of Pakistan over the tragic loss of life and property caused by the bombing in Islamabad, in which several individuals were killed and injured,鈥 the Saudi embassy said in a statement.

鈥淭he Embassy reaffirms the Kingdom of 黑料社区鈥檚 principled and consistent position condemning all forms of terrorism and extremism," it continued. "It prays for mercy for the deceased, speedy recovery for the injured and safety and security for the people of Pakistan.鈥

Pakistan and 黑料社区 have close religious, cultural, diplomatic and strategic relations, particularly in the areas of trade and defense.

The Kingdom hosts more than two million Pakistani expatriates, who are the largest source of remittances to the South Asian country.

Last month, Saudi officials called on Pakistan and Afghanistan to exercise restraint, avoid escalation and adopt dialogue and wisdom after intense border clashes to ease tensions and preserve the security and stability of the regio

ISLAMABAD: Pakistan said on Wednesday the next phase of Neutral Expert proceedings under the Indus Waters Treaty (IWT) will take place in Vienna next week, even as India has halted its participation in the process.

The 1960 World Bank-brokered treaty governs the sharing of rivers between upper riparian India and lower riparian Pakistan and has for decades ensured peaceful distribution of water resources between the two nuclear-armed neighbors.

Tensions over the accord spiked after New Delhi said earlier this year it was putting the treaty 鈥渋n abeyance鈥 following a militant attack at a tourist resort in Indian-administered Kashmir that killed several people. India blamed Pakistan for the assault, while Islamabad denied any role and called for a neutral international investigation.

Pakistan raised India鈥檚 decision to suspend the treaty at various international forums. It later welcomed the August 2025 decision of the Court of Arbitration, which clarified key provisions of the Indus Waters Treaty, reaffirmed the court鈥檚 jurisdiction despite India鈥檚 unilateral suspension, and upheld Pakistan鈥檚 rights as the downstream riparian to both uninterrupted water flows and the interpretation of disputed projects.

鈥淭he Neutral Expert proceedings were initiated on India鈥檚 request, with their next phase scheduled to take place in Vienna from November 17 to 21, 2025,鈥 the foreign office said in a statement, referring to the parallel process examining Pakistan鈥檚 objections to the design of Indian hydroelectric projects under the treaty.

鈥淲hile India has decided to halt its participation, Pakistan continues to fully participate in the Neutral Expert proceedings in good faith,鈥 it added. 鈥淚n this regard, the Neutral Expert has ruled that India鈥檚 non-participation could not operate as a bar to the proceedings going forward.鈥

Signed in 1960, the IWT divides control of six major rivers between the two neighboring states. India controls the eastern rivers, Ravi, Beas and Sutlej, while Pakistan has rights to the western rivers, Indus, Jhelum and Chenab.

Disputes over India鈥檚 hydropower projects have led to arbitration proceedings under the treaty鈥檚 mechanisms.

Pakistan has previously said India鈥檚 unilateral move to suspend the treaty violates international law, warning that any attempt to block or divert river flows would be viewed as an 鈥渁ct of war.鈥

Despite tensions, India shared river-flow data with Pakistan during this year鈥檚 monsoon season.

However, it bypassed the treaty鈥檚 official communication channel and relayed the information through its diplomatic mission in Islamabad.

The data sharing was followed by severe flooding in Pakistan鈥檚 eastern Punjab province after India released monsoon-swollen waters in three transboundary rivers.
