The Israeli regime’s acts of military aggression against Iran on June 13 and Qatar on Sept. 9 were not merely military actions or blatant violations of national sovereignty. Rather, they represented a strategic shift in Israel’s adventurism. By using warmongering, external powers have expanded the scope of conflict throughout the region, hampering peace and security. The incursion by Israel into the territories of several regional countries has demonstrated that no country is immune to the Israeli regime’s aggression.

The Israeli regime, having previously committed an unprecedented act of genocide in Gaza and carried out repeated attacks on Syria, Lebanon and Yemen, has escalated its actions by targeting Iran and Qatar, thereby pushing our region toward insecurity and crisis. Indeed, the actions of this rogue regime seems to be driven by a deliberate strategy of establishing a militaristic order through the use of force, occupation, annexation, genocide and an expansionist territorial project. This strategy aims at undermining the peace-oriented, development-focused order and the economic prospects of the nations in the region.

In the context of the Israeli regime’s military aggression against Iran and Qatar, regional countries exhibited a collective rationality and a sense of responsibility by promoting diplomatic initiatives and engaging in dialogue. The positions of neighboring states, along with their active role in containing the war, once again proved that we are all in the same boat, with the same destination: preserving the region as an anchor of stability and development.

Rather than reverting to past practices, reiterating claims, unilaterally imposing demands on one party, speaking of unilateral guarantees or debating over historical events — which are inherently contentious — an opportunity now lies before us to focus on the future. True success, however, is measured by what we will achieve together in the future, not by what has passed.

The past is not a place on which to dwell, but rather a source of instruction for the future. Otherwise, no progress will be made and the horizon ahead will remain unclear. It is imperative to prioritize the establishment of a more secure, peaceful, robust and unified regional entity, while concurrently engaging in deliberations concerning the issue of “regional common security.”

The Islamic Republic of Iran has consistently advocated for the establishment of a shared security mechanism based on dialogue and confidence-building measures. As an active and peace-seeking actor, Iran is aware that its own security and stability are closely linked to those of its neighbors. Recent developments have once again reminded us that security is neither an isolated concept nor divisible — rather, it is a public good that “either belongs to all or to none.”

Now, more than ever, the time has come to intensify consultations and hold joint meetings — such as the September Doha meeting — to reach a common understanding of regional developments and move toward adopting historic measures and decisions. Initiatives proposed by regional countries, including the 2017 letter from the late Kuwaiti Emir Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah to the president of the Islamic Republic of Iran, the 2024 Gulf Cooperation Council initiative on regional security, and the 2019 Islamic Republic of Iran initiative known as the Hormuz Peace Endeavor, have provided suitable frameworks for achieving a shared vision of regional cooperation.

In this regard, Iran is engaged in ongoing consultations with its neighboring countries, including the Kingdom of , at various levels. The meeting between Iranian President Masoud Pezeshkian and Crown Prince Mohammed bin Salman in Doha, along with the visit of Iran’s senior national security adviser to Riyadh, demonstrated that cooperation between Iran and will strengthen regional stability and unity.

The establishment of a common understanding and sustained dialogue between Tehran and Riyadh will facilitate the resolution of the regional security dilemma. The Islamic Republic of Iran is continuing its policy of prioritizing neighborhood relations to build a strong, balanced region and establish security based on development. Iran has extended its hand to its neighbors and emphasized that they can “rely on us as a reliable partner.”
