A new chapter in impactful digital cooperation

When the Digital Cooperation Organization was established in 2020 on the sidelines of the G20, with its headquarters in Riyadh, it marked a significant milestone for the region.

It was a bold step by 黑料社区, alongside four additional founding members, to anchor a global multilateral platform focusing on the digital economy to enable digital prosperity for all.

Today, the DCO unites 16 member states across the Middle East, Africa, Asia and Europe, collectively representing over 800 million people and a gross domestic product of $3.5 trillion.

The organization was created with a clear purpose 鈥 to ensure that no country is left behind in the digital economy.

It exists to help governments design and implement forward-looking digital policies, build foundational infrastructure and align on responsible innovation. It is action-oriented, member-led and impact-focused.

The DCO is already making a difference. Over the past four years we have launched key tools, including the Digital Economy Navigator, which helps member states assess their digital readiness and align policy frameworks.

We have built strategic partnerships with the UN, the International Telecommunication Union and other global institutions. And we have supported digital upskilling, cross-border regulatory collaboration and startup ecosystem development, all tailored to the needs of our members.

Now, we are entering a phase of intensified execution, guided by the Four-Year Agenda, a roadmap co-developed with member states that sets out strategic priorities and measurable goals.

Our focus will be on accelerating inclusion, promoting digital trust and enabling investment in infrastructure, people and innovation.

The DCO Four-Year Agenda is aimed at enhancing cooperation among member states to boost digital economic resilience and foster social prosperity. It is focused on building a modern, integrated digital economy.

Central to this effort is the digital enablers pillar, which aims to establish a unified policy framework, accelerate regulatory harmonization and enhance resilience through resource sharing.

The organization was created with a clear purpose 鈥 to ensure that no country is left behind in the digital economy.

The agenda also emphasizes digital corridors, integrating the digital economies of member states by strengthening cross-border digital trade and mobility. This includes promoting secure data exchange and cultivating a skilled, mobile workforce.

To support innovation, the digital business and innovation pillar empowers startups and small and medium-sized enterprises by fostering innovation ecosystems and expanding access to capital, driving growth in digital enterprises.

Finally, the digital society pillar champions digital inclusion, accessibility and environmental sustainability, ensuring equitable digital access and minimizing environmental impact.

This comprehensive strategy focuses on advancing digital maturity across the region, recognizing the critical role that digital technologies play in today鈥檚 economy.

At a time when digital regulation, artificial intelligence and data governance are reshaping the global landscape, the DCO continues to help member states lead, not just adapt.

Whether it is helping a government harmonize its data policies, supporting the rollout of artificial intelligence frameworks or enabling small enterprises to connect to global markets, we are committed to practical, inclusive solutions.

The reappointment of Secretary-General Deemah Al-Yahya to a second four-year term, announced during a visit to Kuwait 鈥 the member state currently holding presidency of the organization 鈥 reflects a clear vote of confidence in her leadership.

Over the past four years, the DCO has moved from concept to implementation. Under the secretary-general鈥檚 stewardship, we are already delivering real value to member states.

The next chapter will be about delivering more, scaling our work, deepening our impact and turning vision into long-term outcomes that benefit people and economies.

This is also a moment of pride. While 黑料社区 submitted the nomination for her reappointment, it was endorsed by the DCO council 鈥 a powerful reflection of the Kingdom鈥檚 growing leadership in multilateral diplomacy and digital policy.

Our member states may span diverse geographies, cultures and economies, but they are united by a shared belief in the power of cooperation. The power of partnership. That belief is the foundation of everything we do.

As director general of DCO, I am honored to work alongside our secretary-general, member states, observers and partners to realize the organization鈥檚 full potential. The next four years will be defined by action, alignment and achievement.

Together, we are building a future where the digital economy works for all.

MOSCOW: Russia said on Thursday it had accepted the credentials of a new ambassador of Afghanistan, making it the first nation to recognize the Taliban government of the country.

In a statement, the Russian Foreign Ministry said Moscow saw good prospects to develop ties and would continue to support Kabul in security, counterterrorism and combating drug crime.

It also saw significant trade and economic opportunities, especially in energy, transport, agriculture and infrastructure.

鈥淲e believe that the act of official recognition of the government of the Islamic Emirate of Afghanistan will give impetus to the development of productive bilateral cooperation between our countries in various fields,鈥 the ministry said.

Afghan Foreign Minister Amir Khan Muttaqi said in a statement: 鈥淲e value this courageous step taken by Russia, and, God willing, it will serve as an example for others as well.鈥

No other country has formally recognized the Taliban government that seized power in August 2021 as US-led forces staged a chaotic withdrawal from Afghanistan after 20 years of war.

However, China, the United Arab Emirates, Uzbekistan and Pakistan have all designated ambassadors to Kabul, in a step toward recognition.

The Russian move represents a major milestone for the Taliban administration as it seeks to ease its international isolation.

It is likely to be closely watched by Washington, which has frozen billions in Afghanistan鈥檚 central bank assets and enforced sanctions on some senior leaders in the Taliban that contributed to Afghanistan鈥檚 banking sector being largely cut off from the international financial system.

COMPLEX HISTORY

Russia has been gradually building relations with the Taliban, which President Vladimir Putin said last year was now an ally in fighting terrorism.

Since 2022, Afghanistan has imported gas, oil and wheat from Russia. The Taliban were outlawed by Russia as a terrorist movement in 2003, but the ban was lifted in April this year.

Russia sees a need to work with Kabul as it faces a major security threat from militant groups based in a string of countries from Afghanistan to the Middle East.

In March 2024, gunmen killed 149 people at a concert hall outside Moscow in an attack claimed by Daesh.

US officials said they had intelligence indicating it was the Afghan branch of the group that was responsible.

The Taliban say they are working to wipe out the presence of Daesh in Afghanistan.

Western diplomats say the Taliban鈥檚 path toward wider international recognition is blocked until they change course on women鈥檚 rights.

The Taliban have closed high schools and universities to girls and women and placed restrictions on their movement without a male guardian.

The administration in Kabul says it respects women鈥檚 rights in line with its strict interpretation of Islamic law.

Russia has a complex and bloodstained history in Afghanistan. Soviet troops invaded the country in December 1979 to prop up a Communist government, but became bogged down in a long war against mujahideen fighters armed by the United States.

Soviet leader Mikhail Gorbachev pulled his army out in 1989, by which time some 15,000 Soviet soldiers had been killed.

BIRMINGHAM, UK: India captain Shubman Gill scored a superb maiden, record-breaking Test double-century before stand-in fast bowler Akash Deep took England in consecutive balls at Edgbaston on Thursday.
Gill鈥檚 commanding 269 was the cornerstone of India鈥檚 first-innings 587 on the second day of the second Test. England were 77-3 at stumps 鈥 a huge deficit of 510 runs.
Deep only played because India rested Jasprit Bumrah, the world鈥檚 top-ranked Test bowler who is only due to play in three games in this five-match series to minimize the effects of a back injury.
The 28-year-old Deep conceded 12 runs in his first over, but his second was a double-wicket maiden that left England faltering at 13-2.
He had Ben Duckett, fresh from a superb 149 in England鈥檚 five-wicket win in the first Test at Headingley, edging to third slip. Gill capped his already brilliant day by holding a fine catch.
Next ball Ollie Pope fell for a golden duck when he nicked Deep to second slip, with KL Rahul clinging on at the second attempt.
Joe Root survived the hat-trick delivery.
India, made to pay for dropping several catches in the cordon at Headingley, then held another when Mohammed Siraj had Crawley edging to Karun Nair at first slip. England were 25-3.
Root  and Yorkshire team-mate Harry Brook  prevented further collapse with an unbroken fourth-wicket stand of 52.
But the day belonged to India and above all Gill, who in just his second Test as skipper broke records previously held by India batting greats Virat Kohli, Sachin Tendulkar and Sunil Gavaskar.
Gill鈥檚 innings surpassed the recently retired Kohli鈥檚 254 against South Africa at Pune in 2019 as the highest score by an India Test captain, and replaced Tendulkar鈥檚 241 against Australia at Sydney as the highest score by an India batsman in a Test outside Asia.
It also topped Gavaskar鈥檚 celebrated 221 at the Oval in 1979 as the largest score by an India batsman in a Test in England.
鈥淚 worked on a few things before the series as well, that I thought might be important for me going into Test cricket,鈥 Gill, who made 147 at Headingley, told Sky Sports.
鈥淟ooking at the results, they are working for me,鈥 added Gill, who was equally delighted by India鈥檚 much improved out-cricket.
鈥淔ielding was definitely one of those things we spoke about as a team, and it鈥檚 great to see that come off so far,鈥 said Gill.
England assistant coach Jeetan Patel accepted the hosts had endured a gruelling time.
鈥淥ne hundred and fifty overs in the dirt in any scenario is pretty tough,鈥 Patel told reporters.
鈥淐redit must be given to Shubman with the way he鈥檚 batted over two days. It was a masterclass in how to bat on a good wicket,鈥 the former New Zealand off-spinner added.
Earlier, the 25-year-old Gill received excellent support from spin-bowling all-rounders Ravindra Jadeja  and Washington Sundar  in partnerships of 203 and 144 for the sixth and seventh wickets.
Until he got out, Gill batted in near flawless fashion.
He was especially severe on Shoaib Bashir, cover-driving the off-spinner for four and lofting him for six, with the bowler largely unthreatening against frontline batsmen in a return of 3-167 in 45 overs.
A hooked single off fast bowler Josh Tongue, whose two wickets cost 119 runs, took Gill to 200, with the elated skipper bowing to a capacity crowd in celebration.
Gill鈥檚 marathon innings of 387 balls, including 30 fours and three sixes, spanned some eight-and-a-half hours. It finally ended with a rare false shot when a tired pull off Tongue found Pope at square leg.
England players shook Gill鈥檚 hand as he walked off with India now 574-8.
India, again sent into bat by England captain Ben Stokes, had resumed on 310-5, with Gill 114 not out and Jadeja 41 not out.
But India, batting in ideal sunny conditions on Thursday, wanted even more runs from Gill and Jadeja after collapses of 7-41 and 6-31 at Headingley proved costly 鈥 and the increasingly ruthless duo got them.

LONDON: Chelsea have agreed a deal to sign English winger Jamie Gittens from Borussia Dortmund, the Bundesliga club said on Thursday, with the 20-year-old set to sign a seven-year contract in a move reportedly worth 55 million pounds ($75.02 million).
The clubs are currently in the United States for the Club World Cup, where they have both reached the quarter-final stage, and the agreement was made at Fort Lauderdale, with contractual details still to be settled.


Gittens joined Dortmund as a youth player in 2020 from Manchester City, making his senior debut in 2022, and has made 107 appearances for the German side in all competitions, scoring 17 goals.
鈥淛amie Gittens鈥檚 career is an example of the development of top talents at Borussia,鈥 Dortmund managing director Lars Ricken said in a club statement.

NEW DELHI: India鈥檚 southern state of Kerala has found a unique ambassador to promote its coconut palm-lined beaches, backwaters and vibrant culture to tourists 鈥 a British F-35 fighter jet that has been stranded there since mid-June.
The Royal Navy aircraft was forced to make an emergency landing at the airport of the state capital Thiruvananthapuram on June 14 and has been grounded ever since, despite efforts to repair it. An AI-generated image of the stealth aircraft parked on the tarmac surrounded by coconut trees has gone viral after it was shared by Kerala鈥檚 Tourism Department on Wednesday.
鈥淭his was part of our tourism campaign. It has been one of the most innovative and eye-catching ones ... It鈥檚 all in good humor and creativity,鈥 Biju K., Kerala鈥檚 tourism secretary, said.
In the viral social media post, originally created by entertainment website The Fauxy, the jet can be seen giving the state of Kerala five golden stars, calling it 鈥渁n amazing place.鈥
鈥淚 don鈥檛 want to leave. Definitely recommend,鈥 the image quotes the jet as saying.
鈥淭hough tourism is under the government, it has moved out of government space in promoting the destination,鈥 said Roy Mathew, director of Stark Communications, the tourism department鈥檚 brand promotion agency.
Kerala is among India鈥檚 most popular tourist destinations, and markets itself with the tagline 鈥淕od鈥檚 own country.鈥 Last year, 22.2 million tourists visited the state.
It boasts natural beauty along India鈥檚 south-western coastline and a rich heritage of classical dances, temple festivals and vibrant cuisine.
The Indian Air Force said last month it would help in the repair and return of the F-35, which made an emergency landing on June 14 when it was flying over the Arabian Sea off Kerala鈥檚 coast.
A British High Commission spokesperson told Reuters the UK had accepted an offer to move the aircraft to the Maintenance Repair and Overhaul facility at the airport. The jet will be moved to the hangar once engineering teams arrive from the UK with specialist equipment, the spokesperson added.
The Royal Navy did not immediately respond to a request for comment.
UK鈥檚 Minister for the Armed Forces Luke Pollard said in Parliament on Monday that a Royal Air Force crew were in Thiruvananthapuram and working with Indian counterparts.

KARACHI: Pakistan and Oman have agreed to deepen maritime cooperation, including launching a direct ferry service between Gwadar and the Sultanate, in a move that Islamabad says could unlock billions of dollars in trade, investment and transit revenue.

The development follows a high-level meeting on Thursday between Pakistan鈥檚 Minister for Maritime Affairs Muhammad Junaid Anwar Chaudhry and Oman鈥檚 Ambassador Fahad bin Sulaiman bin Khalaf Al Kharusi.

Both officials emphasized the need to boost maritime connectivity and capitalize on their long-standing economic and cultural ties.

鈥淢inister Junaid Chaudhry underscored the economic potential of launching a direct ferry service from Gwadar to Oman, projecting multi-billion-dollar benefits in trade expansion, investment inflows and transit revenue,鈥 said an official statement issued after the meeting.

鈥淗e stated that Pakistan stands to earn an estimated $10鈥15 billion annually through Gwadar鈥檚 maritime operations, while Oman could establish a maritime corridor to South and Central Asia, significantly enhancing its regional connectivity,鈥 it added.

Earlier this week, the government announced its plan to launch a ferry service connecting Gwadar Port, a centerpiece of the China-Pakistan Economic Corridor (CPEC), to the Gulf Cooperation Council countries, aiming to strengthen regional ties, improve passenger movement and access new markets across the Middle East.

Pakistan鈥檚 minister of maritime affairs said his country鈥檚 exports to Oman stood at $224 million in 2024, and stressed the need to scale this up through improved port infrastructure and bilateral collaboration.

As part of long-term cooperation, he also offered maritime training and education opportunities for Omani students at the Pakistan Marine Academy.

The Omani ambassador welcomed the proposals and emphasized the importance of expanding cultural and commercial ties.

He acknowledged the positive contributions of the Pakistani diaspora to Oman鈥檚 development and noted that Urdu was widely understood in his country, reflecting strong social bonds between the two nations.
