JEDDAH: 黑料社区 and Pakistan are united in their commitment to safeguard regional and global waters, using decades of naval collaboration to confront threats and foster stability.

This enduring partnership will take center stage at AMAN-2025, a multinational exercise in Karachi aimed at promoting peace and enhancing cooperation among regional and global navies.

With the participation of 黑料社区, the event is scheduled to take place from Feb. 7 to 11 in the capital of Sindh province on the Arabian Sea coast with the aim to also present a united front against terrorism and maritime crimes.

Speaking to Arab News, Pakistan鈥檚 Chief of the Naval Staff Adm. Naveed Ashraf highlighted the strong bond between the Royal Saudi Naval Forces and the Pakistan Navy, describing it as an 鈥渆nduring maritime brotherhood.鈥

鈥淭he two navies have several forums for mutual interaction on issues ranging from training to information sharing and logistics. We regularly conduct exercises at sea 鈥 foremost being the Naseem Al-Bahr 鈥 seminars and training of personnel to enhance the RSNF鈥檚 potential to remain a formidable force in the Arabian Gulf and beyond,鈥 Ashraf said.

The admiral underscored the evolution of the AMAN series since its inception in 2007, noting the exponential growth in the level and number of participants, which makes the upcoming edition distinct.

鈥淚n the last edition of 2023, Pakistan hosted 50 nations, and this time we expect even more participation from navies across the globe,鈥 he said, adding that the former International Maritime Conference, previously an adjunct to AMAN, has now evolved into the AMAN Dialogue to allow more pragmatic, practitioner-focused discussions between naval leaders from regional and extra-regional navies on maritime security issues.

Ashraf explained how the Pakistan Navy aligns naval strategies and operational practices during such exercises, especially with increasing international participation.

鈥淥ne of AMAN鈥檚 key objectives is to improve interoperability with regional and global navies. For that, we use an operational language that all participants can understand,鈥 he said. 鈥淐ollective understanding of naval strategies and operational practices is developed during planning phases and conferences held prior to the exercise.鈥

Emphasizing the role of AMAN-25 in fostering maritime security and stability in the Indian Ocean, he said: 鈥淜ey objectives of AMAN are to foster regional and extra-regional cooperation to maintain good order at sea, enhance interoperability, act as a bridge between regions, share experiences, understand each other, and exhibit united resolve against terrorism and maritime crimes.鈥

Ashraf said that the understanding developed during these exercises helps organize collaborative efforts to ensure maritime security.

鈥淚n my plain view, AMAN offers a platform to showcase one鈥檚 concerns, capabilities, and willingness to cooperate,鈥 he said.

Commenting on the effectiveness of AMAN in addressing piracy, terrorism, and other maritime crimes, Ashraf said that the AMAN Dialogue provides a forum for sharing awareness, experiences, and strategies to counter such threats.

鈥淎 significant number of harbor and sea exercises provide opportunities to improve the capacity of participating nations鈥 teams to combat maritime crimes effectively,鈥 he said.

Discussing the inaugural AMAN Dialogue and its anticipated outcomes, Ashraf noted that the event has evolved from the International Maritime Conference into a practitioner-focused exchange of views.

鈥淭he dialogue seeks to promote shared understanding of maritime security issues, challenges confronting the region, and their linkages to the blue economy. It also deliberates on the efficacy of existing mechanisms for maritime cooperation and the need for innovative solutions to address evolving challenges at sea,鈥 he said.

With maritime threats continuing to evolve, the Pakistan Navy employs technological advances to enhance interoperability with regional and extra-regional navies. Ashraf highlighted the transformative effect of technological innovation on naval warfare.

鈥淲e are paying focused attention to leveraging technology to achieve better combat readiness. That is the only way to remain effective against evolving threats. Regarding interoperability, we maintain operational linkages and information-sharing mechanisms with many countries through bilateral and multilateral arrangements, such as the Joint Maritime Information Coordination Center,鈥 he said.

Addressing concerns about maritime pollution and climate change, the admiral said that AMAN-25 would prioritize sustainable practices at sea.

鈥淐limate change and maritime pollution are areas of critical concern. These two issues will receive focused attention during AMAN Dialogue discussions,鈥 he said.

On Pakistan Navy鈥檚 bilateral and multilateral agreements beyond the exercise, Ashraf said the force has a long history of cooperation with countries worldwide, even before AMAN鈥檚 inception in 2007.

鈥淲e have bilateral engagements with many navies through expert-level staff talks, training from basic to advanced levels, and exchange visits of key leadership. We became part of the Combined Maritime Forces in 2004 and have significantly contributed to collaborative security at sea,鈥 he said.

Speaking of his vision for future maritime security amid emerging challenges such as cyber threats and artificial intelligence in warfare, Ashraf warned of the risks posed by disruptive technologies falling into the hands of non-state actors.

鈥淚 assess that threats at sea will range from 鈥榣ow-cost, high-impact鈥 technology to conventional weapons coupled with significant cyberattacks. That is why I say that future maritime security will greatly depend on collaborative efforts, where early warning will become a decisive factor,鈥 he said.

Ashraf reiterated the Pakistan Navy鈥檚 commitment to maintaining deterrent capabilities against traditional and non-traditional threats. 鈥淧akistan Navy, envisioned as a technologically adaptive military, will maintain its deterrent capability while also participating in regional and international efforts to maintain stability at sea.鈥

Highlighting AMAN-25鈥檚 focus on securing sea lines of communication, Ashraf emphasized the critical role of the Pakistan Navy in safeguarding these economic lifelines. Recognizing the Indian Ocean as a vital artery for global trade, including energy shipments, he said AMAN provides a platform for practical exercises, professional exchanges, and intellectual discourse on maritime security challenges in the region.

鈥淭he significance of sea lines of communication is part of the discussions during AMAN, as we alone depend 95 percent on the sea for our commerce. Regional maritime security patrols and participation in CMF鈥檚 task forces signify our role in safeguarding these economic lifelines,鈥 he concluded.

Under the theme 鈥淪ecure Seas 鈥 Prosperous Future,鈥 this year鈥檚 AMAN Dialogue will address security challenges in the Indian Ocean, including strategic competition, regional conflicts, and piracy, as well as narco-trafficking, and the use of force by non-state actors.

The exploitation of ocean resources, climate change, and emerging technologies such as AI and unmanned systems are transforming the security landscape, posing risks to global trade and economic development.

The dialogue will focus on key themes such as maritime security in the Indian Ocean, perspectives on maritime security and cooperation, the blue economy, as well as the challenges and opportunities presented by emerging technologies.

These discussions will emphasize the need for collaboration to ensure a stable and prosperous maritime future.

RIYADH: The Saudi capital will host the eighth Global Health Exhibition from Oct. 27 to 30 at the Riyadh Exhibition and Convention Center under the theme 鈥淚nvest in Health.鈥

The event is sponsored by the Ministry of Health and supported by the Health Sector Transformation Program, part of Vision 2030, the Saudi Press Agency reported.

It will feature more than 2,000 exhibitors, 500 speakers, and at least 20 international pavilions, serving as a platform for knowledge exchange and health and digital innovations.

Building on the 2024 edition, which highlighted King Faisal Specialist Hospital鈥檚 robotic heart transplant, the exhibition will focus on practical solutions to healthcare challenges.

RIYADH: The MicroX initiative, part of the Human Capability Development Program under Saudi Vision 2030, has launched more than 60 new specialized courses to help equip youngsters with advanced skills.

The programs will be offered through Saudi universities in collaboration with government entities, and hosted on the national e-learning platform FutureX, according to a Saudi Press Agency report.

The courses cover key sectors such as technology, health, management, culture, and cybersecurity, along with specialized tracks in public health, heritage, strategic marketing, and event management.

This expansion reflects national efforts to advance digital education and training, providing flexible, short-term learning opportunities aligned with labor market needs, the SPA added.

So far, more than 7,000 trainees have benefited from MicroX, which aims to launch 350 short university programs with Saudi universities and sectoral institutions to meet workforce demand and keep pace with rapid industry changes.

RIYADH: 黑料社区 hosted the first meeting of Arab maritime authorities, in coordination with the International Maritime Organization, on the sidelines of the second Sustainable Maritime Industry Conference in Jeddah, the Saudi Press Agency reported on Sunday.

The meeting set out to unify efforts and strengthen technical cooperation between Arab maritime authorities and the IMO by developing joint programs and partnerships to enhance the efficiency of Arab maritime operations and support sustainability and sector growth.

The event was led by the Deputy for Maritime at the Transport General Authority Essam Al-Amari, and Kamal Al-Junaidi, 黑料社区鈥檚 permanent representative to the IMO, both of whom played a pivotal role in organizing the meeting.

Their efforts helped create an effective dialogue environment, enhancing coordination among Arab authorities and opening avenues for regional and international cooperation, the SPA added.

The Sustainable Maritime Industry Conference is a global platform that brings together leaders, decision-makers, and experts in maritime transport and logistics, reflecting the Kingdom鈥檚 commitment to innovation and sustainable development in the sector.

RIYADH: Saudi aid agency KSrelief continued its aid initiatives in Lebanon, Yemen, Afghanistan and Syria reported state news agency SPA on Saturday.

In Afghanistan, the aid agency distributed 904 food packages benefiting 5,424 Afghans who returned from Pakistan to the Omari camp in Nangarhar province.   

Similarly, in Lebanon's Tripoli, the agency provided 331 food packages to families in need benefiting 1,655 individuals and 1,300 food baskets to 1,300 families in Rif Dimashq Governorate, Syria.

Meanwhile in Yemen, the aid agency distributed 90 agricultural seeds and veterinary kits in Marib governorate in support of its sustainable and agricultural project in Yemen. 

Deputy Governor of Marib Abdrabuh Miftah said the project is vital for empowering farmers and enhancing local food security and noted that it will help train veterinarians to provide essential animal health services in rural areas.

KSrelief additionally distributed 60 tents and 60 shelter bags to individuals affected by a low-pressure system in Aden Governorate, benefiting 360 people.

Finally, KSrelief inaugurated a sewage treatment plant and delivered six garbage transport trucks to the Yemeni side in Marib Governorate. 

The plant includes 10 sedimentation tanks, a dedicated operation and control room, and an agricultural nursery.

Miftah praised the project, stressing that it will contribute to enhancing environmental health, combating disease, and preventing groundwater pollution.
